DCEO and the American Recovery and Reinvestment Act - Homelessness Prevention & Transitional Support Services

Homelessness Prevention and Rapid Re-Housing Program

ARRA includes $1.5 billion for homelessness prevention and re-housing. DCEO will administer more than $20 million dollars in the Illinois State Program. $51 million will be shared between 19 other Illinois entitlements.

March 19, 2009 - U. S. Department of Housing and Urban Development releases guidelines for this funding which is run through the same formula as HUD Emergency Shelter Grants (ESG) with a more limited scope.

September 30, 2009 – DCEO will obligate funds to grantees

Community Service Block Grant (CSBG) Program

ARRA provides $1 billion in additional funding for the Community Services Block Grant (CSBG) program, of which Illinois will receive approximately $48 million. CSBG provides a variety of services, including small business loan financing, job training/placement/referrals, rental assistance, child care assistance, health care assistance, nutrition assistance and other core support. Services are provided by the state's network of Community Action Agencies (CAAs).
