Workforce Investment Act (WIA) - Adult Employment & Training

The Recovery Act includes $500,000,000 for WIA Adult Employment and Training.  Illinois' allocation is $26,051,123.  Priority use of funds is for employment and training services to public assistance recipients and other low income individuals. The types of services available include outreach, job search and placement assistance, labor market information, comprehensive assessments, development of individual employment plans, counseling and career planning, linkage to job opportunities, and access to occupational or basic skills training.   WIA services are provided through the state's 26 Local Workforce Investment Areas (LWIAs) at 98 total service provider locations across the state.  Programs and services available in each LWIA reflect the opportunities and needs of each individual area. Workforce Investment Act (WIA) - Youth Employment & Training

The Recovery Act includes $1,200,000,000 WIA Youth Employment & training, including summer jobs.  Illinois' share will be $62,831,717.  Particular emphasis is placed on creating summer employment opportunities for youth, but year-round youth activities are also envisioned. the Recovery Act raises the age eligibility for youth service from 21 to 24.  Youth participants must be low income and having a substantial barrier to employment such as: basic literacy skills deficiency; school dropout; homeless; runaway or foster child; pregnant or parenting; an offender; or require additional assistance to complete an educational program or secure and hold employment.  Services include tutoring, mentoring, study skills training, and instruction leading to completion of secondary school. ARRA Workforce Investment Act Sector-Based RFP

 

The Department of Commerce and Economic Opportunity is soliciting proposals under the Workforce Investment Act using ARRA funding to prevent dislocation, to support recovery in key sectors by accelerating investment in the skills of Illinois' workers, and to build upon regional sector-based initiatives.  The four key sectors are Healthcare and Healthcare IT; Manufacturing; Transportation/Distribution/Logistics; and Green Initiatives.  Bidder's Conferences will be held August 21 in Chicago and August 24 in Springfield.  Pre-Applications are to be submitted to DCEO by September 21 with full proposals submitted by September 28, 2009.  To obtain additional information and application instructions, please go to www.illinoisworknet.com and click on ARRA Sector-Based Initiatives RFP.

The Recovery Act includes $1,250,000,000 for WIA Dislocated Worker Employment and Training.  Illinois' allocation is $45,717,980.  Through an array of services, Dislocated Workers may obtain employability skills assessments, training, and follow-up services leading to employment or retention in identified sectors of growing occupational demand.   Services are provided through the state's 26 Local Workforce Investment Areas (LWIAs) at 98 total service provider locations across the statePrograms and services available in each LWIA reflect the opportunities and needs of each individual area. "Green" Jobs Training Programs

The U.S. Department of Labor has announced the launch of five new "Green" Jobs Training competitive grant programs funded by the American Recovery & Reinvestment Act. Applicants must apply directly to the U.S. Department of Labor. The five programs are listed below: 

  • State Labor Market Improvement Grants

  • Energy Training Partnership Grants 

  • State Sector Training Grants 

  • Pathways Out Of Poverty Grants

  • Green Capacity Building Grants

Workforce Investment Act (WIA) - National Emergency Grants

The Recovery Act provides an additional $200,000,000 for National Emergency Grants (NEG) to respond to plant closings and mass layoffs.  These are discretionary grants to support significant dislocation events. These funds are not available to replenish general formula shortfalls or fluctuations in annual allotments.  Based on demonstrated need and ability to meet program requirements, the state's 26 Local Workforce Investment Areas may apply for NEG funding. To learn more about NEG visit: http://www.doleta.gov/NEG/

Trade Adjustment Assistance (TAA)

 

The Recovery Act did not include additional funding for the Trade Adjustment Assistance (TAA) program.  However, it did reauthorize all TAA programs through Dec. 31, 2010 and expands access to trade-affected services sector workers and workers affected by job offshoring or outsourcing.  Training funds available to states and trade-affected communities have been increased. In addition, the reauthorization allows for automatic TAA eligibility for workers suffering from import surges and unfair trade determinations and makes training, healthcare and reemployment benefits more accessible and flexible.
